Board of Directors Election

​The nominees for the SCiDUC Board of Directors are listed alphabetically. Please use the form below to select six individuals for the open seats. Voting is restricted to SCiDUC members only.  Eligibility will be verified with your South Carolina government email address. The deadline to cast your vote is October 10th.  The button to cast a vote is located at the bottom of the page.

Hemanth Dakshinamurthy:  SC State University

Hemanth Dakshinamurthy has developed a fully autonomous UAV-based payload for near-surface soil moisture measurement as part of his PhD thesis. He also has extensive experience in UAV multispectral image analysis, particularly for soil moisture prediction using the Altum Micasense camera, and has contributed to several projects involving data collection and analysis with this technology. Currently, as a Research Scientist at South Carolina State University, he is working on the development of a soil moisture prediction model utilizing hyperspectral imagery from UAVs (Resonon Pika L and Pika IR L, Vector Hexacopters).

He is passionate about sharing his expertise in UAV technology with the broader community and is actively involved in encouraging its use to address critical challenges in South Carolina, particularly through platforms like SCiDUC. He is now seeking a nomination for board membership in the SCiDUC, where he aims to contribute his knowledge and drive innovation in UAV applications.

Darryl Jones:  SC Forestry Commission

​Darryl Jones is the Forest Protection Chief for the South Carolina Forestry Commission. His responsibilities include oversight of wildfire suppression, wildfire prevention, emergency response, law enforcement, aviation, drone use, training & safety, and administration of South Carolina’s Certified Prescribed Fire Manager, Smoke Management, and prescribed burning programs. Darryl is a Wildland Firefighter, Certified Prescribed Fire Manager, and a Registered Forester. He is the Chair of the SC Interagency Drone Users Consortium, Vice Chair of the National Coalition of Prescribed Fire Councils, an FAA Dronepro, and a member of the National Wildfire Coordinating Group’s Risk Management Committee. He holds a B.S. degree in Forest Resource Management from Clemson University.​

Dr. Tom Lawrence:  Tri-County Technical College

Dr. Tom Lawrence is the program director and lead faculty for criminal justice at Tri-County Technical College (TCTC). He earned a PhD from Indiana Institute of Technology, an MCJ from Boston University, and a BA from St. Mary’s College of California. He has an extensive background in law enforcement, having served 15 years in municipal, county, and federal law enforcement agencies. He managed numerous special units and served as the training director for an eight-county region in central California. He played an integral role in policy development, legal affairs, and recurring training for incumbent workers.

Dr. Lawrence’s instructional tenure spans over a decade, during which he has demonstrated his academic leadership and innovation. He has taught the full range of criminal justice topics, oversaw the development of new courses and degree programs, and has recently been tasked with developing the state’s first sUAS academic credential for public safety. His previous role as a senior academic administrator at TCTC equipped him with the skills to lead organizational change and develop statewide partnerships.

 

His vision for SCiDUC is straightforward. It should serve as a community hub, bringing together practitioners, subject matter experts, academics, learners, and government employees to deliver on a unified set of goals. These goals include:

  • informed advocacy

  • high-quality, relevant training

  • durable professional networks

  • robust and meaningful SOPs

He has spent over two decades of his career building communities, advocating for public safety and service, and delivering when it matters most. If elected, he would bring these competencies to enhance the outstanding work of SCiDUC.​

Dr. Joe Mari Maja:  SC State University

Dr. Joe Mari Maja is a senior researcher and the director of the Center of Applied Artificial Intelligence for Sustainable Agriculture at South Carolina State University. With a focus on drone technology, robotics, and automation, Dr. Maja has mentored multiple graduate students whose work advances precision agriculture and environmental monitoring. He has secured over $2 million in approved grants, leading projects in UAV-based plant inventory management, water stress detection, and automated cotton harvesting.

 

His Google Scholar profile highlights his contributions, with over 2,900 citations reflecting the impact of his research on the scientific community. Dr. Maja’s expertise aligns with SCiDUC’s mission to advance drone technology and enhance collaboration between governmental agencies in South Carolina. His leadership in interdisciplinary teams, combined with his technical background, makes him an ideal candidate for the SCiDUC board.

 

Dr. Maja envisions strengthening SCiDUC’s role by promoting interagency collaboration, driving innovation in drone applications, and ensuring members stay updated on regulatory and technological advancements. His proven experience in securing funding and leading cutting-edge research will help SCiDUC enhance its impact and foster innovation across the state's governmental sectors.​

Joe McCann:  SC Educational Television

Joe McCann is the FTS Manager for South Carolina Educational Television’s (SCETV) Tower Crew and has been with the organization for over eight years. He became Part 107 certified in November 2020 as one of the first drone operators within SCETV. Prior to joining SCETV, Joe served five years in the US Navy, leaving under honorable conditions. His entry into tower work began after receiving a random email about a new climbing program at Aiken Technical College, run by Warriors 4 Wireless. After completing the program, he joined Nokia as part of their first-ever in-house tower crew. He later transitioned to SCETV and has never looked back.

Joe has a passion for working with the public and helping others. Since joining SCETV, he has taken on the role of in-house instructor for climber safety, rigging training, and certification. When his supervisors approached him about training in drone operations and obtaining his Part 107 certification, he eagerly embraced the opportunity to explore new technologies. The concept of using drones for tower inspections and site surveys resonated with him, especially after observing other crews utilizing drones to reduce the need for climbing. He quickly recognized the potential benefits.

Since becoming Part 107 certified, Joe has flown almost all of SCETV's primary broadcast towers, as well as most of its microwave and lighted towers across South Carolina. Drone inspections have significantly reduced climber fatigue and increased the number of inspections that can be safely completed each day. Joe's goal is to fully 3D map and log all of SCETV’s towers. He has been a member of SCiDUC since learning of its existence and is eager to contribute to fostering collaboration and growth within the community.​

Scott Reynolds:  SC Department of Environmental Services

Scott Reynolds is a Senior Scientist with the South Carolina Department of  Environmental Services (DES, formerly SC DHEC), having spent most of his 45 years with the Agency as Director of the Division of Air Quality Analysis. He holds a BS in Chemistry from the University of South Florida and has been with DHEC since 1979.  Scott has been heavily involved in the UAS project at SCDES, providing coordination during response and recovery for natural events and developing processes for integration of UAS and use of UAS to support all SCDES environmental programs.  His focus is on developing pilots and the equipment, collaboration with other agencies, sharing best practices, and building the South Carolina’s Public Agency UAV community.

Sallie Williams:  SC Department of Environmental Services

Sallie Williams is the Section Manager of the Regulation Development, Planning, and Reporting Section in the Division of Mining and Solid Waste Management at the South Carolina Department of Environmental Services (SCDES).  She has been with SCDES for twelve years and served in several other areas including hazardous waste, underground storage tanks, and state remediation.  Sallie earned a B.A. in Communication with a minor focus on Leadership and Psychology and M.A. in Organizational Change and Leadership, both from Columbia College.  She earned her FAA Part 107 certification in 2016 as one of the first SCDES drone pilots and was instrumental in founding the Agency UAV group.  As a member of the SCDES UAV group she assists with many flights for the Agency, helps train new pilots, and promotes the group’s outreach efforts with a PowerPoint campaign.  Sallie is an active SCiDUC participant and currently serves on the Board of Directors. Her passion for helping others extends outisde of SCDES where she serves a member of Lebanon Volunteer Fire Department.  She loves new challenges and exploring new uses for  drones in the state of South Carolina.
